Inhuman Swill

Well, it is Chicago. I especially liked the part about "temporary disabling of bicycle." (What do they do -- remove a tire?)

I gotta say, I sympathize with laws like that, though -- I've been nearly knocked over by delivery guys speeding along the sidewalk several times. (It used to be a lot worse before email was used to exchange business documents; bicycle messengers saw it as a real challenge to almost knock over as many pedestrians as possible.)

And Chicago is fair about its bike laws. The city council is just debating new proposals to strengthen ordinances that penalize drivers for imperiling bicyclists—like, don't you dare come within three feet of a bike.

Works for me, if, as you say, they enforce the laws to protect bicyclists as well. There are parts of NYC (Flatbush Ave) where it's hard to blame bicyclists for riding on the sidewalk; last week I saw a van tailgating a bicyclist, honking furiously and screaming curses at him out the window, because he had the temerity to actually try to have a lane to himself for a few blocks.
